There are two ways to become part of a Kingdom: creating a Kingdom or joining one.
You can only be in one Kingdom at a time.
Create Kingdom
Creating a Kingdom costs 5,000 Gold and can be done via the Social > Kingdom screen. The Kingdom Ruler can then edit the profile of the Kingdom from the Management screen.
In the Social menu and after selecting any of the tabs in this screen (for example, Overview & Activity) in the top left the Kingdom leader and 2nd highest ranks have access to the Kingdom Management tools, by clicking the wrench icon on the far right.
In this first Management menu, you can edit the Kingdom name, Welcome Message for new Kingdom Heroes and set Kingdom Preferences such as Weekly Crest requirements.
Then under the Recruit tab is where you can further tailor the restrictions (if any) to being able to join your Kingdom.
For example, you can select Casual Community & New Player Community, letting other players know you welcome new players with a casual play style. Or select Hardcore Community and PVP Focuses, showing you have a preference for PVP content Heroes with a more hardcore playstyle.
The Kingdom Ruler can also set the Kingdom Requirements, the minimum Hero and Citadel Level to join, a Weekly Crest requirement and if the Kingdom is Invite Only or open to all Heroes.

Join Kingdom
Joining a Kingdom can be easier than creating one yourself. The main ways to join are by searching for an open Kingdom in the Kingdom search section, or by responding to advertisements in global chat or on the web forum.
Using the Kingdom search
Existing Kingdoms can vary in style, and finding one that suits you may take some time. They range from casual all the way up to the most hardcore. Kingdoms on the hardcore end usually have stricter requirements (goals to achieve), weekly contributions (Gems or Gold) and activity quotas (participation in Kingdom Events).
You can filter the type of Kingdom you are looking for by tapping on the Filter icon at the bottom left, from there you can select the Kingdom based on play style and community. There is no limit on how many filters you can select.
You can search for a specific Kingdom by using their name at the top and then filter that Kingdom's requirements.
